RTI Act - 2006 Section – 4 Obligations of Public Authority: 4(b) 1. Particulars of organization function and duties :
2 . Powers and duties of Officers and Employees : The powers and duties of the Principal, Head of Department, AAO and all other employees are as furnished in point 1 above. 3. The procedure followed in the decision making process including channels of supervision and accountability : i. Principal (Head of Institution) has decision making powers and the channels include supervision by Head of Department for all academic matters and Administrative-cum-Accounts Officer for all administration and accounts matters like 1) Financial a) Signing of cheques b) Executing Annual contract c) Purchase of equipment, furniture, Library books, stationery, food stores requirements etc d) Sanction of all stationery payments like electricity water bills, telephones, staff salaries etc. 2) Academic : Full powers from admission stage onwards till the end of academic year. ii. Board of Governors of the Society has full powers (both financial and administration). iii. Over all control on (i) and (ii) above by Government of India, Ministry of Tourism, New Delhi. 4. The Norms set by it for the discharge of its functions : The norms set up by the Government of India, Ministry of Tourism, New Delhi are being followed for the discharge of duties. 5. The rules, regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its function : The rules, regulations, instructions, manuals and records are held by the Institute as sent by the Government of India, Ministry of tourism, New Delhi and the same are being followed by the employees for discharging their duties. 6. A statement of the categories of documents that are held by it or under its control All the documents as required in 1) Academic Section 2) Accounts Section 3) Establishment Section 4) Purchase Section 5) Maintenance Section etc. are held under control of the institution. 7. The particulars of any arrangement that exists for consultation with, or representation by, the members of the public in relation to the formulation of its policy or implementation thereof : The members of the public may approach the Ministry of Tourism, Government ofIndia, New Delhi in relation to the formulation of policy / implementation thereof. 8. A statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advise, and as to whether meeting of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public : The Boards, Councils, Committees and other bodies shall consist from the following set of Board of Governors as constituted by the Ministry of Tourism, (MOT) Government of India, (GOI) New Delhi : a. Chairman - BOG(Secretary-Tourism, A.P.) b. Members of Central Government (Four ) i. Joint Secretary, MOT, GOI, New Delhi. ii. Joint Secretary / Financial Advisor, MOT, GOI, New Delhi iii. Director (A&F), NCHMCT, New Delhi iv.Regional Director, Indiatourism-Chennai, GOI,Chennai. c. Members of State Government - A.P.(Three) i. Director of Technical Education, A.P.,Hyderabad. ii. Director of Employment & Training, A.P., Hyderabad iii.Director of Tourism, A.P.Hyderabad. d. Three Executive from Hotel Industry including Catering Expert as nominated by GOI, MOT, New Delhi. e.Secretary on the Board --- Principal (Head of Institution). The meetings and minutes are not open for the public. 10. The monthly remuneration received by each of its officers and employees including the system of compensation as provided in its regulations : The directory and monthly remuneration of Officers and employees is as follows
1. The budget allocated to each of its agency, indicating the particulars of all plans, proposed expenditures and reports on disbursements made : Institute has no Agency for allocation of any budget under any plan. 12. The manner of execution of subsidy programmes, including the amounts allocated and the details of beneficiaries of such programmes : Institute has one subsidy programme called 'Capacity Building for Service Providers' and the amount allotted for this programmes is Rs. 1300000/-.The beneficiaries are the staff of the Road side Dhabas / Self managed Catering establishments of A.P. State. This subsidy programme covers hygiene and sanitation 13. Particulars of recipients of concessions, permits or authorizations granted by it : The students studying in the Institution are the recipients of concessions granted by their respective Governments by way of Freeships, Scholarships and Stipends etc. 14. Details in respect of the information available to or held by it, reduced in an electronic form : The above duties have been put on Institute's Website and same can be logged on. 15. The particulars of facilities available to citizens for obtaining information, including the working hours of a library or reading room, if maintained for public use : Citizens can obtain the information by logging on Institute's website as mentioned in point-10. 16.
